As ProTec’s Chief Operations Officer (COO), Mark oversees the operations of ProTec’s 425+ employees working within nine (8) offices across Southern California and Southern Nevada.
Cecilia Gonzalez is the Human Resources Manager at ProTec Building Services, where she leads a dedicated team of HR professionals across California and Nevada.
J. David Rauch is the founder and Chief Executive Officer of ProTec Building Services, an HOA General Contractor maintaining over 1,500 communities throughout Southern California and Nevada. In 1992, Dave co-invented the first HOA Preventive Maintenance Manual and ProTec has since written thousands of manuals for developers and communities around the country. In 1996, he invented the common area maintenance program (CAMP) to streamline the community maintenance process. CAMPs allow communities the ability to proactively maintain their communities on an on-going basis through frequent inspections and preventive maintenance strategies.
In addition to his role at ProTec, Dave was a founding member and officer of CACM’s (California Association of Community Managers) Affiliate council. He chaired the California Licensing & Insurance subcommittee and oversaw the creation of its California Licensing and Insurance Matrix. Dave also served on the board of directors of the BIA-SD Urban Council and was a long-term member of its Risk Task Force. In 2003, he was recognized for his work in helping draft the outline and the functionality standards within SB 800 (California’s Right-to-Repair Law) as well as working on the Task Force’s Best Management Practices matrix, outlining guidelines for implementing preventive maintenance programs, and for quality home and community building strategies in California.
Following the Champlain Towers South collapse in 2021, he assisted two CAI national task forces: Building Maintenance and Structural Integrity, and Reserve Study and Funding Plans. Their goal was to create recommendations for state legislatures to adopt statutes and best practices that can help prevent future building tragedies. Dave also chaired the committee responsible for creating CAI's Best Practices: Community Association Maintenance report, which was released in May 2023. Dave also serves as a member of CAI’s Foundation for Community Association Research Think Tank and was appointed to the Foundation for Community Association Research Board of Directors.
Dave obtained a bachelor's degree in City Planning from the School of Architecture at the University of Virginia, and he also earned a Certificate in Real Estate from the University of California at San Diego. Dave lives in San Diego with his wife Kerry and enjoys hiking, but most importantly skiing.
Andy Henley is the Executive Vice President of ProTec Building Services and is the chief strategist behind the growth, development, and expansion of ProTec into new markets across the West Coast and beyond. Andy works on client centered issues and is responsible for the performance and alignment of ProTec within the HOA maintenance community.
Prior to transitioning his focus to growth strategy and business development, Andy oversaw the operations of ProTec and experienced tremendous success. Over that period, ProTec expanded from 200 to 390 employees servicing over 1,500 HOAs across Southern California and Nevada. His success can be credited to his business acumen, enthusiasm for solving problems, and intuition.
Andy has over 35 years’ experience in the HOA industry and has served on ProTec’s Executive Leadership Team for over a decade, helping lead the way for numerous expansion opportunities for the company and its employees. His experience in the construction, maintenance, and janitorial industries predates his joining ProTec, where he founded and sold several well-known San Diego based companies.

Since joining ProTec’s Leadership Team, Mark has been committed to ensuring effective operational and safety procedures are in place as well as establishing policies that promote our company culture.
Mark holds many accreditations such as certified applicator in Excellent Coatings (Waterproof Coatings), SIKA Products (Sealants), PROTECTO Wrap (Waterproof Membranes) and Superkrete (Overlay Concrete Systems) as well as being a licensed California General Engineering Contractor (A), General Building Contractor (B), Painting Contractor (C-33), Earthwork and Paving Contractor (C-12), and a Qualified Compliance Inspector of Stormwater (QCIS). Proudly serving the HOA industry since 1999.
Candy Allen is the Chief Financial Officer of ProTec Building Services. Candy has over two decades of experience as an Accounting Executive and brings a wealth of industry knowledge and experience to ProTec’s Leadership Team. Under her belt is an extensive resume that includes extensive HR, office management, and organizational skills from her years in the Building Services Industry.
What truly sets Candy apart from her peers is her energy and zeal to get the job done; correctly, quickly, and by whatever means it takes. She’ll explain that her success comes from devoting herself to creating a highly determined team that optimizes the company’s various business and accounting systems.

Before joining ProTec, Cecilia managed the HR departments at ASI Hastings and A1 Protective Services, where she successfully established and streamlined various HR functions. Her expertise in developing onboarding programs, compensation plans, and employee relations has led to decreased turnover ratios and increased employee engagement. With a deep understanding of labor laws and a proactive approach to problem-solving, Cecilia’s contributions have significantly improved HR processes and fostered a positive and efficient workplace. Her extensive experience and commitment to excellence make her an invaluable asset to ProTec
